Is the size of the population matters? since the school is local.

 I don't think public or private affects the player quality, at least not that I've seen or heard. Public was made more so potential buyers can see the progression.


I don't know whay you mean by promote. I'm guessing, but you van start with a low level school and upgrade as you have the money.

The higher the population the more frequent the student. There is a great schools frequency faq.

Personally id recommend building only 4 or higher rated countries, unless you make the school excellent. My excellent Austria school produces avg 50-60 progression. Not bad but not great. My Netherlands school produces decent progression players also. My high Sweden is rather disappointing. It costs moere and produces lower quality players than my Austria school.
