Closes at the half way point in the season. It's mainly to stop people who know they will be promoted already loaning their best players to their friends in the last few games. |

When does it re-open? And by friends do you mean managers you have as friends? Because you can't sell or loan players to friends:S |

It re-opens at start of new season. And yes you can sell and loan to your friends, just not those who have shared IP's with you (e.g: you logged in from same place once) |
