Opened just to answer. The best way to get good young players for cheap is to run scout searches for juniors with high progression (89+ is a good number). Look for juniors in teams that haven't been resigned and try to hostile. You won't be able to do this until you get 8000+ exp, but when you do the option is there. You can also search for free juniors with your scout but the free ones have a cap at 85 progression - also will need to wait until you have 8000+ exp.
