Suggestion: I think it should be division by division. I mean, each division would be grouped differently so that it will be more competitive(division 3 teams would be grouped differently from division 4 5 6)then,the two teams that would qualify to knock out stage from each group of the different division will meet any team from any division(in the knock out stage ). My thought! |
